West Bengal notifies a single monthly figure per category and zone with the dearness component built in, and directs that the daily rate is the monthly figure divided by 26, rounded to the rupee. The shops notification defines the categories by job: peons, cleaners and security guards are unskilled; clerks, typists, data entry operators and accountants are skilled; and head assistants, senior accountants, computer operators, office supervisors and sales representatives are highly skilled. Kolkata, Howrah and every municipality are Zone A, as are thermal power townships. The rates are low for a large state, below Bihar and Odisha for unskilled work, because the base was set low and the half-yearly revisions move it by small amounts. The revision cycle is January and July rather than April and October.
