How Assam sets minimum wages

Governing law

Code on Wages, 2019, in force from 21 November 2025. The rates below come from the Labour Welfare Department's notification No. E-238621/703 dated 17 June 2026, which fixed the variable dearness allowance payable from 1 January 2026.

Revision cycle

1 January and 1 July each year, notified in arrears

Assam publishes its VDA orders months after they take effect. The order fixing the allowance from 1 January 2026 was signed on 17 June 2026, so employers paid the old figure for the first half of the year and owe arrears from January. The structure is a basic wage that has stood at ₹7,200 for unskilled work since the 2016 revision, plus a variable dearness allowance that accumulates at each revision; the notification shows the previous cumulative VDA and the new increment separately, and the table above shows the two added together. Semi-skilled and unskilled supervisory staff are one category, as are skilled and clerical staff. The daily rates in the notification are the monthly figures divided by 26. Assam's notification lists more than a hundred employments in three groups, and the shops group shares its rates with hotels, restaurants and most other service establishments.

Frequently asked questions: Assam minimum wages

For shops and commercial establishments, ₹10,543.39 a month for unskilled work, ₹12,257.43 for semi-skilled or unskilled supervisory work, ₹15,322.74 for skilled or clerical work and ₹19,709.98 for highly skilled work, with effect from 1 January 2026 under the notification of 17 June 2026.
Assam fixes the VDA on the average Consumer Price Index for the preceding half-year and issues the order after the figures are published. The order for 1 January 2026 was signed on 17 June 2026. Employers who paid the previous rate from January owe the difference as arrears, which the notification makes payable from 1 January.
No. One rate applies across the state for each category, whether the shop is in Guwahati or a district town.
As a cumulative allowance on the basic wage. Each notification states the VDA accumulated so far and the new increment for the half-year, calculated as the percentage rise in the all-India CPI for industrial workers over the previous six months. The increment from 1 January 2026 was 2.63 per cent, giving ₹189.36 a month for unskilled work on top of ₹3,154.03 already accumulated.
The next VDA tranche falls due from 1 July 2026 and had not been notified by September 2026. On the pattern of previous years it will be issued late in the year with effect from July, so a provision for arrears from July 2026 is prudent.
