Andhra Pradesh does not grade shop staff as unskilled, semi-skilled and skilled. The shops and establishments schedule lists designations, from peon to manager, and the wage follows the job title on the appointment letter. The basic rates have not changed for years; what moves every six months is the variable dearness allowance, which is the same ₹8,947 for every designation and both zones, so a revision adds the same rupee amount to every row. The VDA is the bulk of the wage: for a peon in Zone II it is nearly three quarters of the total. Andhra Pradesh notifies more than seventy scheduled employments and each has its own table, so a shop rate is no guide to the rate for a factory, a hospital or a security agency in the same town. Telangana, which inherited this schedule at bifurcation, has since replaced it with a skill-based structure and much higher floors.
