How Uttarakhand sets minimum wages

Governing law

Code on Wages, 2019, in force from 21 November 2025. The rates below come from the Labour Department's notification dated 22 April 2026, effective 1 April 2026.

Revision cycle

1 April and 1 October each year

Uttarakhand splits the state by town size rather than by municipal class: towns of a lakh or more at the last census form one group and everything else the other, with a difference of ₹148 to ₹240 a month between them. Shops have two clerical grades above the skilled rate rather than a highly skilled category, so an office assistant's floor is set by the clerical grade, not by the skilled rate. The VDA is ₹518 a month across the board, so each revision moves all ten figures by the same amount. The notification was dated 22 April 2026 with effect from 1 April, a short lag by the standards of neighbouring states. Uttarakhand does not levy professional tax.

Frequently asked questions: Uttarakhand minimum wages

For shops and commercial establishments from 1 April 2026, unskilled work is ₹13,057 a month in towns of a lakh or more and ₹12,909 elsewhere. Skilled work is ₹14,541 and ₹14,356, and clerical category I reaches ₹15,793 and ₹15,553. Each figure includes ₹518 of VDA.
Dehradun is a town of over a lakh, so ₹13,057 a month for unskilled work, ₹13,798 semi-skilled, ₹14,541 skilled, ₹14,858 clerical category II and ₹15,793 clerical category I from 1 April 2026.
By population at the last census. Towns of one lakh or more form one group, which takes in Dehradun, Haridwar, Haldwani, Roorkee, Rudrapur and Kashipur. All smaller towns and rural areas form the other.
Two office grades above the skilled rate in the shops schedule. Category I covers senior clerical and supervisory roles at ₹15,793 a month in larger towns; category II covers general clerical work at ₹14,858. There is no separate highly skilled category for shops.
