How Gujarat sets minimum wages

Governing law

Code on Wages, 2019, in force from 21 November 2025. The rates below come from the Labour, Skill Development and Employment Department's revision effective 1 April 2026.

Employment covered

Shops and commercial establishments

Revision cycle

1 April and 1 October each year

Gujarat calls its dearness component a special allowance and fixes it per day: ₹60.50 for April to September 2026, or ₹1,573 a month at 26 days. The basic rates are also per day, and the monthly figures above are those daily rates multiplied by 26. The structure is unusually flat. Zone I unskilled and Zone II semi-skilled pay the same, as do Zone I semi-skilled and Zone II skilled, so the whole schedule runs across only four distinct figures. There is no highly skilled category for shops. Gujarat notifies 46 scheduled employments; private security, hospitals and the plastics industry have their own tables. The state has kept to its April and October dates more reliably than most.

It is Gujarat's name for the variable dearness allowance. It is fixed per day, ₹60.50 for April to September 2026, is the same for every category and zone, and is revised every six months on the average cost of living index for the previous half-year.
Daily basic plus daily special allowance, multiplied by 26. For unskilled work in Zone I, ₹452 plus ₹60.50 is ₹512.50 a day, which is ₹13,325 a month.
