Employee onboarding checklist for India: joining documents, PF and ESI enrolment, and Day 1 to Day 90 steps

An employee onboarding checklist is the ordered list of documents, statutory enrolments and workplace setup steps an Indian employer completes when someone joins, from the signed offer through the first payroll and the end of probation. When it works, the new hire has a Member ID linked to their existing UAN (or a fresh UAN if they never had one), an ESI IP number if they are covered, bank and tax details on the salary master, and attendance and leave access on Day 1. When it doesn't, the first ECR rejects the member, the first payslip has no ESI deduction, and HR spends the first month chasing photocopies.

Use the document list before Day 1, the PF and UAN steps and the ESI enrolment steps before the first salary run, and the Day 30 to Day 90 checks before you confirm probation. Offer and appointment letter templates are on our HR templates page, and the calculators and generators are under tools.

This is general guidance for employers and does not replace legal advice. Statutory figures below follow the Code on Social Security, 2020, the Employees' Provident Fund Scheme, 2026, ESIC contribution rules and the Income-tax Act, 2025 as cited in the Sources. State shops and establishments Acts and your own appointment letter still control leave, notice and probation. Law as on 6 November 2026.

What does an employee onboarding checklist cover in India?

It covers three tracks that have to finish before the first clean payroll:

    • Employment track. Offer letter, signed appointment letter, personal and bank details, emergency contact, and any background verification you run.
    • Statutory track. PF membership and UAN, ESI registration where the employee is covered, professional tax and labour welfare fund where the State levies them, and the year's tax declaration.
    • Workplace track. Attendance punch or mobile check-in, leave balance rules, laptop and access cards, reporting manager, and the policies the employee must acknowledge.

Most global onboarding templates stop at "add to Slack" and "schedule a buddy lunch". An Indian checklist has to put UAN, ESI and Form 124 on the same page as the laptop, because the first ECR and the first TDS run are due on fixed dates whether or not the welcome mail went out.

Who owns each step?

Split ownership so nothing sits between two teams:

StepOwnerDone when
Offer and appointment letterHR / talentSigned PDF on the employee file
KYC and bank detailsHR, with employee self-service where you have itAadhaar, PAN and bank match the payroll master
PF declaration and UAN linkPayroll / complianceMember ID linked to the correct UAN; no duplicate UAN created
ESI IP registrationPayroll / complianceIP number on the master, dispensary selected, family details captured
Form 124 declarationPayrollRegime and claims entered for the tax year
Attendance and leave setupHR opsShift, weekly off and leave policy assigned
IT and asset handoverIT / adminAsset ID logged against the employee
Probation reviewReporting manager + HRConfirmation or extension letter issued on time

When one person "does onboarding" for a 200-person company, the statutory track is what slips the week two people join on the same Monday. Write the owner's name on the checklist itself, not in someone's head.

What documents should you collect before Day 1?

Ask for these before the joining date so payroll is not blocked on Day 2:

    • Identity and address. Aadhaar (front and back), PAN, and a current address proof if Aadhaar is not current.
    • Bank proof. Cancelled cheque, or a bank passbook or statement first page that shows the account number and IFSC in the employee's name.
    • Photographs. Passport-size photos for the file and for any ESI or access-card process that still needs them.
    • Education and experience. Degree or diploma certificates and previous relieving and experience letters, to the extent your hiring policy asks for them.
    • Previous employment PF details. Existing UAN, previous Member ID if known, and whether the employee was in EPF and EPS.
    • Family and nominee details. Names, dates of birth and relationship for ESI family registration and for PF and gratuity nominations.
    • Signed appointment letter and company policy acknowledgements. Include the code of conduct and, where applicable, the POSH policy acknowledgement.

Store scans against the employee record rather than in a shared drive folder named after the month. A background verification form is on our templates page if you run checks before or just after joining.

How should the offer and appointment letter fit the checklist?

The offer letter sets the commercial terms. The appointment letter is the contract that payroll and exit will read later, so get these fields right before anyone punches in:

    • Date of joining, place of work and reporting manager.
    • Designation, employment type (permanent, fixed-term, trainee) and probation length with the confirmation rule.
    • CTC breakup that matches what payroll will load, including whether employer PF sits inside CTC.
    • Notice period during probation and after confirmation, and the salary base used for notice recovery or buyout.
    • Leave entitlement reference (or a pointer to the leave policy) and weekly offs.

Start from the appointment letter template, and draft the offer with the offer letter template or the offer letter generator. The CTC math sits in the CTC breakup guide. Do not leave "salary as discussed" as the only pay clause. The first PF and ESI calculations need a number.

How do you complete PF and UAN for a new joiner?

Every covered employee needs a Universal Account Number. If they already have one from a previous job, link the new Member ID to that UAN. Do not generate a second UAN.

Work through these steps for each joiner:

    • Collect a signed PF joining declaration. Capture Aadhaar, PAN, bank account and IFSC, existing UAN if any, previous EPF and EPS membership, and previous Member ID. Employers have long used Composite Declaration Form 11 for this pack. Keep the signed declaration on the personnel file even when the upload itself happens on the EPFO employer portal.
    • Search the UAN before you create one. Match name, date of birth, Aadhaar and PAN against the portal. A duplicate UAN is harder to unwind than a delayed first contribution.
    • Decide membership against PF wages, not gross pay. From 17 September 2026 the PF wage ceiling is ₹25,000 a month under S.O. 5109(E). An employee whose PF wages are up to that ceiling belongs in EPF, EPS and EDLI. Above the ceiling, follow the Scheme rules on continuing members and joint options. The worked math is in the PF calculation guide.
    • Seed KYC on the UAN. Aadhaar, PAN and bank details need to be present and verified for transfers and online claims to work later.
    • Ask the employee to complete e-nomination on the EPFO member portal. Keep a nominee sheet on your file for your own records and for gratuity nomination, but the PF nomination itself is completed by the member on the portal.
    • Load the Member ID into payroll before the first run. The first ECR should include the joiner for the wage month of joining, with the correct date of joining and no unexplained NCP days.

The two common errors here are a skipped UAN search, which creates a duplicate, and a skipped ceiling test, which leaves a newly covered employee out of EPS. Both usually come back as employee tickets within a month.

How do you enrol a new joiner for ESI?

ESI coverage is separate from PF. An employee can sit in one, both or neither, depending on wages and whether your establishment is covered.

    • Establishment threshold. Factories and most establishments with 10 or more employees are covered. A few States still use 20 for some establishment types. Count every employee for this test, including those earning above the wage ceiling.
    • Employee wage ceiling. Coverage applies to employees drawing wages up to ₹21,000 a month, and up to ₹25,000 for employees with disabilities, as stated in ESIC's Standard Note on the ESI Scheme (as on 1 January 2026). For ESI, wages follow section 2(88) of the Code on Social Security, 2020, which is not the same as CTC or every allowance on the payslip.
    • Rates. Employee 0.75% and employer 3.25% of wages, rounded up to the next rupee on each share, per ESIC's contribution page. Employees whose average daily wage is up to ₹176 are exempt from the employee share; the employer share continues.
    • Registration. On the ESIC employer portal, register or enrol the employee with Aadhaar, mobile number, date of joining, wages, bank details, nominee and family particulars, and the chosen dispensary. If the person already has an Insurance Number (IP number), reuse it. The number is meant to last a working lifetime, so do not create a second one.
    • Due date. Deposit both shares within 15 days of the last day of the calendar month in which the contribution falls due. The practical date is the 15th of the next month, the same rhythm as PF.

Full rate examples and the mid-period ceiling lock-in are in the ESI calculation guide and on the ESI compliance page. Put the IP number on the employee master before the first salary run so the deduction does not start one month late.

What tax declaration does a new joiner submit?

For salary paid from 1 April 2026 the investment and exemption declaration is Form 124 under rule 205 of the Income-tax Rules, 2026. Form 12BB remains the label for older years.

At joining:

    • Capture the tax regime the employee chooses for the year, or the default that applies if they make no choice.
    • Collect Form 124 particulars for any claims they intend to make: house rent, housing loan interest, and the chapter deductions the form lists.
    • Set the same proof window you use for the rest of the company, usually December or January. A September joiner declares on joining and submits proof in the same window as April joiners.

The field-by-field guide is the Form 12BB to Form 124 post. If there is no declaration on file, payroll either over-deducts TDS for months or allows claims it cannot defend when proofs arrive.

What must be ready on Day 1 through Day 7?

Statutory enrolment can trail by a few days, but workplace access should be ready when the person walks in.

WindowChecklist items
Before Day 1Signed appointment letter, KYC and bank proof received, employee master created, shift and weekly off assigned, assets reserved
Day 1ID or access card, email and tools, attendance punch or mobile check-in tested, reporting manager introduction, policy acknowledgements signed, emergency contact saved
Day 2 to Day 3PF declaration verified, UAN linked or created, ESI enrolment submitted where covered, Form 124 captured, salary structure loaded and tested on a draft payslip
Day 7First-week attendance clean, leave balances visible to the employee, nominee prompts sent, open document gaps chased once in writing

Assign the leave policy and attendance rules that match the appointment letter. The attendance policy guide and the leave policy guide cover the rules the system has to mirror. A draft payslip before the first live run catches a wrong basic, a missing ESI flag or a PF wage that does not match the structure.

What should you check at Day 30, Day 60 and Day 90?

Onboarding does not end when the laptop is issued. Use three short gates:

    • Day 30. Confirm the first payslip was correct: PF, ESI, professional tax and TDS against the appointment letter. Confirm UAN KYC status and that ESI family details were accepted. Close any missing document from the Day 1 list.
    • Day 60. Confirm e-nomination on the EPFO portal is done, the employee can apply leave in self-service, and the manager has given at least one written check-in.
    • Day 90 (or your probation end date). Run the probation review. Issue a probation confirmation letter, an extension letter, or a separation letter on time. Update notice period and leave entitlements if confirmation changes them.

Mark the probation end date on the employee record the day they join. A confirmation letter that goes out three months late invites disputes about which notice period and which benefits applied in between.

How does HR software run this checklist?

A spreadsheet checklist tells you what is pending. HR software holds the employee record those steps write into, so the same data feeds payroll, attendance and letters.

Engage HRMS covers the path from onboarding to offboarding on one login. Core HR keeps the employee database, documents and self-service. Payroll calculates salary with PF, ESI and TDS from that master. Attendance and leave assign the shift and policy the appointment letter promised. Offer letters can start from the offer letter generator, and the employee later opens payslips and declarations in self-service instead of waiting for PDFs by mail.

What to set up once, then reuse for every joiner:

    • A joining workflow with mandatory fields for Aadhaar, PAN, bank, UAN, PF wages flag and ESI coverage flag.
    • Document types for appointment letter, KYC, PF declaration and Form 124, with a clear "pending / received / verified" status.
    • Salary templates per grade so CTC maps to the same heads every time.
    • Default shift, weekly off and leave policy by location or employee type.
    • Probation end date as a field that raises a task for the manager before the date passes.

This is why onboarding belongs inside the HRMS rather than a shared inbox: the first ECR, the first ESI contribution and the first Form 124 all read from the same joiner record, so a typo fixed once is fixed everywhere.

What mistakes slow Indian onboarding down?

    • Creating a duplicate UAN because nobody searched the existing one against Aadhaar and PAN.
    • Testing PF on gross pay and missing employees whose PF wages sit under the ₹25,000 ceiling.
    • Skipping ESI for a covered joiner because "they will cross ₹21,000 soon". Coverage is locked for the whole contribution period, so contributions stay due even after a mid-period raise, and HR ends up paying arrears.
    • Loading salary without a signed appointment letter, so the CTC on the payslip does not match the contract.
    • Asking for Form 124 proofs in April, when the employee only owes a declaration at that point. Proofs come in the year-end window.
    • Leaving probation open-ended with no confirmation letter, so notice period and benefits stay ambiguous.
    • Keeping KYC in WhatsApp chats that the next HR executive cannot find when EPFO or ESIC asks for a record.

What do employers ask most about employee onboarding?

What is an employee onboarding checklist?
It is the ordered list of documents, statutory enrolments and workplace setup steps you complete when someone joins, from the offer letter through first payroll and probation confirmation.

Which documents are mandatory for a new joiner in India?
Aadhaar, PAN and bank proof are the practical minimum for payroll and statutory portals. Add a signed appointment letter, PF joining declaration with UAN history, family and nominee details, and Form 124 for the tax year. Education and experience proofs follow your hiring policy.

Is PF Form 11 still used in 2026?
The particulars still are, whatever your file calls the form. Collect what Form 11 was built for: Aadhaar, PAN, bank, UAN and previous EPF or EPS membership, on a signed joining declaration you retain. Complete membership and KYC on the EPFO portal, and have the employee finish e-nomination there. Do not generate a second UAN when one already exists.

When should ESI registration happen?
As soon as a covered employee joins, and in any case before the first wage month closes, so the IP number and contribution sit on the first run. Reuse an existing IP number where the employee already has one.

When does a new joiner submit Form 124?
At joining for mid-year joiners, and in April or May for people who join at the start of the tax year. Proofs follow in your company's proof window, usually December or January.

How long should probation be?
Whatever the appointment letter says. Three or six months is common. Put the end date in the HR system on Day 1 and issue confirmation, extension or separation in writing when that date arrives.

Can onboarding be completed without HR software?
Yes, with disciplined folders and a shared tracker. The failure mode is the handoff into payroll: UAN, ESI, salary heads and tax declaration have to be re-typed, and that is where first-month errors start. An HRMS keeps one joiner record for all of those steps.

What is the difference between onboarding and induction?
Onboarding is the document and systems process that makes the person payable and compliant. Induction is the culture and role training that helps them do the job. You need both, but only a gap in onboarding will hold up the ECR.

What should you lock before the next joiner arrives?

Freeze one company checklist with owners, a document list, PF and ESI steps, Form 124 at joining, and probation dates on the employee master. Run the next hire against that list, not against whoever remembers how it was done last time.

If you want the checklist to write straight into payroll and self-service, look at Engage HRMS and Engage pricing for plans. Pair it with the payroll product page when the first salary run is the pain point, and with the full and final settlement guide when you design the matching exit checklist.
