Payroll software in Gurugram (Gurgaon) works out each employee's salary, deductions and employer contributions, pays the net amount and produces the statutory files that Haryana and Central law ask for. For a Gurugram employer that means no professional tax, a Haryana Labour Welfare Fund deduction of up to ₹35 a month per employee with ₹70 from the employer, a basic wage that clears the Haryana minimum wage notified on 9 April 2026, and Shops Act registers. This guide compares six payroll tools that sell to Gurugram companies on published price and statutory coverage, then sets out the Haryana rules any of them has to handle.
If you are shortlisting, go straight to the six payroll tools and the price and coverage comparison. If you are checking the payroll you already run, start with the Haryana LWF rules and the worked calculation. For in-hand pay on a single salary, the salary calculator is quicker.
This is general guidance for employers and does not replace legal advice. It follows the Punjab Labour Welfare Fund Act, 1965 as it applies in Haryana, the Haryana minimum wage notification of 9 April 2026 under the Code on Wages, 2019, and the Haryana Shops and Commercial Establishments Act, 1958 as amended by Haryana Act No. 13 of 2026. Vendor details and prices come from each vendor's own website on 5 November 2026 and can change. Law as on 5 November 2026.

What does payroll software need to do for a Gurugram employer?
It has to apply Central rules (PF, ESI and TDS) and Haryana rules (LWF, minimum wages and Shops Act records) in the same monthly run, then produce the challans and returns for each. Most of that is the same anywhere in India. The Haryana items are where a generic setup goes wrong.
- PF on the wage ceiling of ₹25,000 a month that applies from 17 September 2026, and ESI at 0.75% from the employee and 3.25% from the employer for anyone within the ESI wage limit.
- Monthly TDS under whichever regime the employee picks, plus the quarterly salary TDS return and the annual certificate.
- Haryana LWF, which is a percentage with a rupee cap. Most States charge a flat amount, so a tool set up for them will get Haryana wrong.
- Nil professional tax for Haryana staff, while still deducting PT for staff based in States that levy it.
- A minimum wage check on basic pay alone, because Haryana's notified rates are basic rates and cannot be met through allowances.
- Shops Act registers for hours, overtime and leave that agree with what payroll actually paid.
The payroll compliance checklist covers the Central items in detail. This guide stays with the tools and the Haryana rules.
Which is the best payroll software in Gurugram (Gurgaon) in 2026?
All six tools below sell payroll to Gurugram companies and name Indian statutory deductions on their own websites. Engage comes first because it is our product and is built and supported from Gurugram. The other five are in no particular order, and each is described from its own pages.
- Engage HRMS. Engage runs payroll, attendance, leave and HR on one login, with support based on Sohna Road, Gurugram. PF, ESI, professional tax, LWF and TDS are worked out inside the payroll run according to each employee's State, and the PF ECR, challans and Form 24Q are generated from the same figures. Attendance can come from biometric, geo-fenced or facial check-in. Full and final settlement, loans and expenses are in the same system. Pricing is public: ₹60 per employee a month on Essential and ₹100 on Growth, or 20% less on yearly billing. Engage quotes one-day setup, no setup fee and no lock-in contract.
- greytHR. greytHR is made by Greytip Software, which is based in Bengaluru and has an office in Noida among others. Its payroll page mentions LWF calculation and deductions, bonus calculation and digitally signed tax forms. On the pricing page, the Essential plan costs ₹2,495 a month for the first 50 employees and ₹45 for each one after that.
- Keka. Keka is headquartered in Hyderabad and has a Delhi office at Shivaji Stadium. Its payroll page covers State-wise professional tax, LWF calculation and reports, and Form 130 from payroll data. Plans are priced per employee; the Foundation plan charges ₹90 for each additional employee.
- Zoho Payroll. Zoho Payroll handles PF, ESI, LWF, PT and income tax across 28 States, and generates Form 12BB, Form 138 and Form 130 with e-signature. There is a free plan for up to 10 employees. The Standard plan is ₹1,000 per organisation a month on annual billing, which covers 25 employees, then ₹40 for each additional employee.
- RazorpayX Payroll. RazorpayX Payroll comes from Razorpay, also based in Bengaluru. Its pitch is paying salaries and filing and paying TDS, PF, PT and ESIC from one dashboard. Prime costs ₹3,499 a month for up to 20 employees and Elite ₹6,499 a month for 50, both plus 18% GST.
- HROne. HROne has offices in Noida and New Delhi. Its payroll page covers PF with VPF, ESI, TDS under both regimes, PT slabs for every State, LWF and gratuity, and says data is hosted in the AWS Mumbai region. The Basic plan is ₹4,950 a month for 50 users and ₹99 for each user after that.
The national list in best payroll software in India covers more vendors. This one keeps to tools that make a clear offer for Haryana payroll.
How do these payroll tools compare on price and statutory coverage?
For a 50-person Gurugram company, published entry prices run from about ₹2,000 to ₹6,500 a month before add-ons, and every tool here names PF, ESI, PT and TDS (or income tax). The table uses each vendor's pricing page on 5 November 2026. Before comparing, check whether GST is extra and whether the price assumes monthly or annual billing.
| Software | Lowest paid plan on the pricing page | Cost for 50 employees on that plan | Statutory items named on the payroll page |
|---|---|---|---|
| Engage HRMS | Essential, ₹60 per employee a month | ₹3,000 a month (₹2,400 on yearly billing) | PF, ESI, PT, LWF, TDS, ECR, Form 24Q |
| greytHR | Essential, ₹2,495 a month with 50 employees | ₹2,495 a month | PF, ESI, PT, LWF, TDS, bonus |
| Keka | Foundation, ₹90 per additional employee | Base fee shown in the pricing calculator | PF, ESI, PT, LWF, TDS, Form 130 |
| Zoho Payroll | Standard, ₹1,000 a month (annual) with 25 employees | ₹2,000 a month (₹1,000 plus 25 × ₹40) | PF, ESI, PT, LWF, income tax forms |
| RazorpayX Payroll | Prime, ₹3,499 a month up to 20 employees | Elite, ₹6,499 a month, plus GST | PF, ESIC, PT, TDS, salary payouts |
| HROne | Basic, ₹4,950 a month for 50 users | ₹4,950 a month | PF, ESI, PT, LWF, TDS, gratuity |
Seeing LWF on a payroll page does not prove the tool applies Haryana's 0.2% formula with the ₹35 cap. Ask each vendor to run the worked example in a demo account and show you the numbers.
How do you choose payroll software in Gurgaon?
Test it on your own Haryana cases first, then on staff in your other States, and only then compare price at your real headcount.
| Criterion | Why it matters in Gurugram | What to test in the demo |
|---|---|---|
| Haryana LWF | Percentage with a monthly cap, deposited by 31 December | An employee on ₹12,000 and one on ₹60,000 in the same month |
| Minimum wage on basic | Haryana rates cannot be split into allowances | A flag when basic falls below the category rate |
| Multi-State PT | Haryana staff pay none; staff in PT States do | One Gurugram and one Bengaluru employee in the same run |
| Contractor staff | The principal employer answers for contractor wages | A report of contractor headcount and wages paid |
| Overtime and hours | 156 hours a quarter at twice normal wages | Overtime from attendance flowing into payroll |
| Statutory files | PF ECR, ESI, TDS returns and LWF upload data | Files produced from the run with no re-keying |
| Price at your headcount | Per-employee and slab pricing drift apart as you grow | A written quote at today's headcount and at twice that |
| Local support | Inspections and portal problems need quick answers | A named support contact and their hours |
Is professional tax applicable in Gurgaon?
No. Haryana does not levy professional tax, so a Gurugram employee's payslip has no PT deduction. The Haryana Excise and Taxation Department's statement of the Acts it administers covers VAT, GST, entry tax, entertainment duty, luxury tax, passenger and goods tax and excise. Professional tax is not on it.
PT still matters if a Gurugram company has staff elsewhere. It follows the place of work, so an employee in Bengaluru or Pune pays that State's PT even when HR sits in Gurugram. The payroll system needs a work location on each employee record for this. The professional tax calculator gives the amount for other States, and the Haryana professional tax page covers the Haryana position.
What are the Haryana Labour Welfare Fund rules for payroll?
Under section 9A of the Punjab Labour Welfare Fund Act, 1965 as it applies to Haryana, each employee contributes 0.2% of salary or wages every month, capped at ₹35 from January 2026, and the employer pays twice the employee's share. That puts the most anyone pays at ₹105 a month per employee.
- The cap moves every January. The Act ties the limit to the consumer price index. The Board's published history shows ₹25 from April 2019, ₹31 from January 2023, ₹34 from January 2025 and ₹35 from January 2026.
- Deduct monthly, deposit by year end. Section 9A(2) requires the employer to pay both shares online in favour of the Welfare Commissioner before 31 December each year. The Labour Department's FAQ gives the same date.
- Interest for delay. According to the same FAQ, unpaid contributions carry interest at 12% a year.
- Unpaid accumulations. Wages, bonus or gratuity left unpaid with the employer go to the Board under sections 3 and 9. The Board's page describes this for amounts unpaid for two years.
Because the deduction is a percentage, it moves with pay until it hits the cap. An employee earning ₹12,000 pays ₹24 and the employer ₹48. Anyone earning ₹17,500 or more pays the full ₹35. Our Haryana LWF page walks through the deposit process, and LWF in the glossary explains the general idea.
What are the minimum wages in Haryana in 2026?
From 1 April 2026, Haryana's minimum wages are ₹15,220.71 a month for unskilled, ₹16,780.74 for semi-skilled, ₹18,500.81 for skilled and ₹19,425.85 for highly skilled work. Notification No. 2/25/26-2 Lab dated 9 April 2026 fixed them under section 8(3) of the Code on Wages, 2019, for all employments in the State.
| Category | Per month (₹) | Per day (₹) |
|---|---|---|
| Unskilled | 15,220.71 | 585.41 |
| Semi-skilled | 16,780.74 | 645.41 |
| Skilled | 18,500.81 | 711.56 |
| Highly skilled | 19,425.85 | 747.14 |
The notes to the notification decide how payroll has to treat these figures:
- The rates are basic rates. The employer cannot split them into allowances, so basic pay alone has to reach the rate.
- One rate applies across the State. Gurugram has no separate zone rate.
- Per-day wages are the monthly rate divided by 26, but deductions are worked at the monthly rate divided by 30.
- Trainees get 75% of their category rate, never below the unskilled rate, for at most one year.
- Where workers come through a contractor, the principal employer is responsible for making sure they get the minimum wage.
- Men and women get the same rate.
The Haryana minimum wages page keeps the current rates.
What does the Haryana Shops Act change for payroll records?
Since 12 November 2025, the Haryana Shops and Commercial Establishments Act, 1958 applies in full only to establishments with 20 or more workers. Smaller ones send an online intimation instead of registering. Haryana Act No. 13 of 2026 made these changes with effect from that date.
- Registration. An establishment with 20 or more workers applies online within one month of starting business (section 13). The certificate stays valid until it is amended or cancelled, and changes must be reported within seven days.
- Intimation. An establishment with fewer than 20 workers submits an online intimation within one month and gets a Basic Information Performa ID number (section 13A).
- Hours. Up to 10 hours a day and 48 hours a week, with a rest interval after six hours (sections 7 and 8).
- Overtime. Up to 156 hours in a quarter, paid at twice the normal hourly wage (section 7(2)).
- Appointment letters and ID cards. Every employee gets an appointment letter with a photograph and signs an acknowledgement, and every worker gets an identity card (sections 20A and 20B).
- Penalties. ₹3,000 to ₹10,000 for a first breach of the registration section, ₹5,000 to ₹25,000 for a second, and ₹500 a day while the breach continues.
One more change is coming. A notification of 4 May 2026 under section 28 exempts an establishment from sections 13 and 13A once it registers under section 3 of the Occupational Safety, Health and Working Conditions Code, 2020, which it can do after Haryana finalises its rules under that Code. The rest of the Shops Act still applies wherever it is consistent with the Code. For section 20A letters, the appointment letter generator produces a draft.
How does payroll work for teams across Gurugram, Delhi and Noida?
Each employee follows the labour rules of the State they work in, so one NCR payroll can apply three sets of LWF, minimum wage and holiday rules in the same month. PF, ESI and TDS are Central, so they stay the same everywhere.
- Record the work location on every employee profile, separate from the company's registered address.
- Map each location to its State: Gurugram and Faridabad to Haryana, Noida and Ghaziabad to Uttar Pradesh, and Delhi to Delhi.
- Apply that State's LWF and minimum wage. Compare Delhi LWF, Delhi minimum wages and Uttar Pradesh minimum wages with the Haryana figures above.
- Load each State's holiday list, such as the Haryana holiday list 2026, for attendance and overtime.
- Change the location on the transfer date, so the month splits correctly when someone moves from Noida to Gurugram.
Check this field first. If the software takes State rules from the company address, every NCR employee ends up on Haryana rules.
What does a Gurugram payroll calculation look like?
A Gurugram payroll calculation applies Central PF, ESI and TDS, nil PT, and Haryana LWF at 0.2% with the ₹35 cap. The figures below are assumptions for a 30-day month, chosen to show the method.
Assumptions. Employee A is an executive (highly skilled) with a monthly gross of ₹40,000 and basic of ₹20,000. Employee B is a skilled office assistant with a gross of ₹19,500 and basic of ₹18,600. Both work in Gurugram for the full month. LWF is worked on gross monthly wages. PF is 12% of basic, and basic is taken as the PF wage here.
| Item | Employee A (₹) | Employee B (₹) |
|---|---|---|
| Minimum wage check (basic vs category rate) | Clears ₹19,425.85 | Clears ₹18,500.81 |
| Professional tax | 0 | 0 |
| LWF employee, 0.2% capped at ₹35 | 35 (0.2% is 80) | 35 (0.2% is 39) |
| LWF employer, twice the employee share | 70 | 70 |
| ESI employee 0.75% | Not covered | 146.25 |
| ESI employer 3.25% | Not covered | 633.75 |
| PF employee 12% of basic | 2,400 | 2,232 |
Over the year, each of these employees adds ₹1,260 of LWF (₹105 × 12), deposited before 31 December 2026. Now take a third employee on the unskilled rate of ₹15,220.71 who is absent without pay for one day. Under note 7 of the notification the deduction is ₹15,220.71 ÷ 30 = ₹507.36. A daily-rated unskilled worker, by contrast, is paid ₹15,220.71 ÷ 26 = ₹585.41 a day.
The PF calculation guide and ESI calculation guide go further into the Central parts, including how the employer's PF share is split.
How do you move payroll to new software without missing a deadline?
Switch at the start of a month, run the old and new systems side by side for one cycle, and keep filing from the old system until the new one matches it. If you can, avoid switching in a month when a quarterly TDS return is due.
- Export employee master data: PAN, UAN, ESI number, bank details, work location and date of joining.
- Load year-to-date salary and TDS figures so the tax projection carries on correctly for the rest of the year.
- Set Haryana LWF to the 0.2% formula with the ₹35 cap, and record the LWF already deducted this calendar year.
- Check every basic pay against the category minimum wage before the first live run.
- Run one parallel month and compare net pay, PF, ESI, LWF and TDS employee by employee.
- Generate the PF ECR and ESI files from the new system and validate them before upload.
- Go live, and keep the old reports for as long as an inspection could ask for them.
The statutory compliance calendar for 2026-27 lists the PF, ESI and TDS dates to plan around.
What do employers ask most about payroll software in Gurugram?
Is professional tax deducted from salary in Gurugram?
No. Haryana does not levy professional tax, so a Gurugram employee has no PT deduction. Staff working in a State that levies PT still pay it.
Is Labour Welfare Fund deducted every month in Haryana?
Yes. The employee's 0.2% share, capped at ₹35, is deducted every month, and the employer pays both shares online before 31 December each year.
Does Gurugram have a higher minimum wage than the rest of Haryana?
No. The notification of 9 April 2026 sets one rate per category for the whole State.
Can minimum wage in Haryana be met through allowances?
No. The notification says the rates are basic rates that cannot be split into allowances, so basic pay must meet the rate.
Does a Gurugram office with 15 staff need Shops Act registration?
No. An establishment with fewer than 20 workers submits an online intimation under section 13A instead of registering under section 13.
Can one payroll system handle Gurugram, Delhi and Noida staff together?
Yes, as long as each employee record carries a work location, so that each State's LWF, minimum wage and holidays apply to the right people.
Is there free payroll software for a small Gurugram company?
Yes. Zoho Payroll has a free plan for up to 10 employees on its pricing page. Check that it handles Haryana LWF the way you need before relying on it.
What should you check before you sign with a payroll vendor?
- The demo run shows Haryana LWF at 0.2% with the ₹35 cap, and the employer at twice that.
- PT shows nil for Gurugram staff and the correct slab for staff in PT States.
- A basic pay below the Haryana category rate raises a warning.
- The work location on each employee record drives the State rules.
- Overtime from attendance is paid at twice the normal hourly wage.
- PF ECR, ESI and TDS return files come out of the run without manual edits.
- The quote is in writing, at today's headcount and at double it, with GST shown.
- Year-to-date data can be imported so mid-year TDS stays right.
- You know who answers support calls, and when.
To see these checks run on your own salary structure, look at Engage payroll or the HR software for Gurugram companies page. Plans are on Engage pricing.
