ECR filing is the monthly process in which an employer uploads the Electronic Challan cum Return, a plain text file of member wages and contributions, to the EPFO employer portal, approves the return statement the portal generates from it, and then pays the resulting challan.

What is ECR filing?

ECR filing is how an employer reports and pays a month of provident fund dues in one flow. The Electronic Challan cum Return is a plain text file listing each member against their wages and the contributions due for the wage month. The employer uploads it on the EPFO employer portal, and the portal turns it into a return statement for checking. Once that statement is approved, the portal works out what is payable and produces a challan.

It is an employer function. A member cannot file an ECR, which is the usual source of confusion for people who arrive at the term from their own passbook. What a member sees is the result: contributions credited against their UAN once the employer's challan is paid.

What changed in the revamped ECR?

EPFO said it would introduce a revamped ECR for the wage month of September 2025 onwards. Four changes were stated.

  • The segregation of return and payment.
  • System based validations intended to stop an incorrect ECR being submitted at all.
  • Calculation of damages and interest alongside the ECR.
  • Provision to revise a return subject to conditions.

One thing did not change. EPFO stated there is no change in the existing format of the ECR file, so a payroll system already producing a valid return file continues to produce one.

What is the difference between regular, supplementary and revised returns?

A regular return covers the active employees for a wage month. A supplementary return exists for the case where an employer registers an employee after the regular return has been submitted or approved. Only members absent from the regular return are allowed in it, several are permitted for the same wage month, and a member already filed cannot appear again. It is allowed only where an approved regular return is already in the system and no other return is in process.

A revised return is for wrong wages or contribution details. Approving one overwrites the existing information for the members it covers. It is allowed only when no other return is in process and no payment has been initialised for that wage month. Downward revisions have to happen before payment is initiated for the wage month, while there is no such restriction on upward revision.

Payment, TRRN and charges

Approving the return produces a Due Deposit Balance Summary showing the return summary for the wage month, the account wise total, and a 7Q and 14B summary. From there the employer picks one of five actions.

  • Full payment.
  • Part payment.
  • Administration and inspection charges.
  • Viewing or paying a challan.
  • Paying 7Q and 14B charges.

Preparing a challan generates a unique TRRN, which is the reference the challan is tracked by. The challan appears in the In Process Challans list with the option to pay or cancel it, and paying moves to a page where the bank is selected from a dropdown.

How to file the ECR on the EPFO employer portal

On unifiedportal-emp.epfindia.gov.in, signed in as the employer

  1. Sign in to the employer portal

    Enter the establishment username and password. The employer home page loads once the sign in succeeds.

  2. Open Return Filing from the Payments tab

    Click the Payments tab, then Return Filing under Quick Links. On the return home page, click Return Filing Home Page.

    The same screen carries links for viewing and paying a challan, filing an arrear return, and reaching filing history.

  3. Select the wage month on the Return Monthly Dashboard

    Open the Return Monthly Dashboard, click the calendar icon to search a specific wage month, select the month, click Done, then click Search.

  4. Open View or Upload for that wage month

    The summary row for the selected wage month appears in the table. Click View/Upload to reach the upload screen, which lists recent return files for that month, member details and exemption status.

    Download Active Member List on this screen opens an Excel file of active members, which is the quickest check that the payroll side and EPFO agree on who is active.

  5. Take the help file if you need the return format

    Click Help on the upload screen to download the help file, which carries the format and field details for the return file.

  6. Upload the return file and set the return type

    Upload the return file in .txt format and select the return type as Regular Return. Select the contribution rate from the dropdown as 12 per cent or 10 per cent. Reset clears the selections if they need re-entering.

  7. Confirm the upload

    Click Upload. Verify the details in the confirmation pop up and click Ok to continue.

  8. Check the return statement, then approve or reject

    A successful upload generates a return file ID and a return statement, shown in the In Process Returns table with Approve and Reject against it. Download the return statement and verify it before deciding.

    Rejecting returns the system to the upload screen so a corrected file can be uploaded.

  9. Read the Due Deposit Balance Summary

    Approving generates the Due Deposit Balance Summary: the return summary for the wage month, the account wise total, and the 7Q and 14B summary. Choose full payment, part payment, administration and inspection charges, view or pay challan, or 7Q and 14B charges.

  10. Prepare the challan

    On the direct challan entry page, fill the amounts account wise and click Prepare Challan. Verify the amount in the pop up and click Ok. The challan is created with a unique TRRN and listed under In Process Challans with Pay and Cancel against it.

  11. Pay the challan

    Click Pay. On the challan payment page, select the bank from the dropdown and make the payment.
